About West Coast Electric Fleets

West Coast Electric Fleets was an active initiative of the Pacific Coast Collaborative (PCC) from 2013 to 2024. The PCC is a joint initiative of California, Oregon, Washington, and British Columbia to accelerate a vibrant, low-carbon economy on the West Coast. On October 28, 2013, the Governors and Premier of the PCC jurisdictions announced the Pacific Coast Action Plan on Climate and Energy. A key element of the action plan was to “take actions to expand the use of zero-emission vehicles, aiming for 10 percent of new vehicle purchases in public and private fleets by 2016.” As a component of the PCC’s initiative to reach this goal, the PCC launched West Coast Electric Fleets Initiative and developed this toolkit for public and private fleet managers to quickly assess opportunities for ZEVs and access useful incentives and resources to assist with procurement. The resources on this site were intended to help fleet managers:

  • Quickly assess current fleet composition and use to identify opportunities for ZEVs
  • Calculate and compare costs of incorporating ZEVs into fleets, and access information about available incentives and applicable policies
  • Access implementation resources

In short, this site was intended to help “demystify” ZEVs and give managers of light-duty, medium-duty, and heavy-duty fleets confidence that all major issues have been considered.

The West Coast Electric Fleets Pledge aligned the efforts of public and private fleets to purchase electric vehicles with the Pacific Coast Collaborative (PCC) goal to: “Take actions to expand the use of zero-emission vehicles, aiming for 10 percent of new vehicle purchases in public and private fleets.”

Organizations who signed the pledge became fleet partners and joined a network of other fleet partners committed to deploying ZEVs, which include battery electric vehicles, plug-in hybrid electric vehicles, and hydrogen fuel cell vehicles. The commitment had four tiers, taking into account the diverse needs, opportunities, and time-frames of fleets.

WCEF continues as a resource to share information with fleets via a regional newsletter.
